If you have no access to the server itself, for example if it is a shared web host, you can modify php configuration values via a .htaccess file.
A list of the directives you can change is available here:http://us2.php.net/manual/en/ini.php
And there is a comprehensive guide on .htaccess files available here:http://corz.org/serv/tricks/htaccess.php
If you need any more information, there are a large number of articles available on the web!
